Born in Madrid on October 13, 1945, Gómez-Navarro studied Industrial Engineering and dedicated his career to politics, sports, and tourism. He was instrumental in establishing the International Tourism Fair (Fitur) in 1980, serving as its technical secretary until 1983. He then took the helm at Viajes Marsans before being appointed Secretary of State for Sports by Felipe González in 1987.
