Belt & Road Initiative: Paul Lam Ting-kwok Advocates Hong Kong's Legal Services in Southeast Asia

In an effort to bolster Hong Kong's stature as a center for dispute resolution, Secretary of Justice Paul Lam Ting-kwok will spearhead a legal delegation touring Brunei, Vietnam, and Malaysia this month. This initiative revolves around the Belt and Road Initiative (BRI), which designs a framework for global infrastructure collaboration involving China and over 150 nations. Hong Kong's unique legal jurisdiction within China enables it to serve as a vital intermediary.

During the trip, Lam emphasized Hong Kong's distinct advantages in cross-border arbitration, citing existing collaborations with mainland China that facilitate intellectual property enforcement. The city's legal framework is designed for protecting interests in cross-border investments.

Moreover, the establishment of the International Organisation for Mediation in Hong Kong signifies growing confidence in the city’s dispute resolution capabilities. The Hong Kong International Arbitration Centre (HKIAC) has reported significant success in managing arbitration cases related to infrastructure and financing in the BRI.
